From Jeanne Lemlin's Simply Satisfying cookbook, doubled:
2 cups oats
1 cup plain yogurt
2 cups flour
4 tblsp sugar
3 tblsp baking powder
1 tsp baking soda
1/2 tsp salt
8 tblsp chilled butter
2 eggs, plus 1 for brushing
Mix oats and yogurt and set aside. Mix all other dry ingredients and rub in butter with your fingers until it resembles coarse meal but still has chunks of butter.
Add eggs into oatmeal mixture, then flour mixture, knead into ball and divide into about 12 wedges. Brush beaten egg on top.
Bake about 15-20 min at 400F/200C.
